Developer makes plans to build ‘true borough', Central Penn Business Journal

"In a little corner of Berks County, just across the Lancaster County line, a development firm wants to create a new town from the ground up.

The quiet of rural New Morgan Borough will soon give way to a project that is expected to bring more than 6,000 new homes and roughly 15,000 new residents over several phases spanning 20 years. Bryn Eyre, proposed by smart-growth developer Bryn Eyre LP of Wayne, would be a traditional neighborhood development (TND). Typically, TND projects are pedestrian-friendly, with a mix of residential, commercial and retail. It would have churches, a school that kids could walk to and plenty of open space.
