"Guidelines are now available that explain how Pennsylvania’s new law authorizing public-private partnerships (P3s) will apply to the development of transportation projects in the Commonwealth. On January 9, 2013, the Pennsylvania Public-Private Transportation Partnership Board (P3 Board) approved the Implementation Manual for Solicited and Unsolicited Projects (Implementation Manual), which provides highly anticipated specifics on the new law (P3 Law), Act 88 of 2012. The P3 Law was enacted in July 2012."
