A tale of two municipalities, Washington Observer-Reporter

"One need look no further than the front page of Thursday's newspaper for evidence of the inequity and lunacy of Pennsylvania's system of municipal government.

The article at the top of the page described the problem North Strabane Township has in coming up with ways to spend all of its money. The township, already the beneficiary of increased tax revenue from a growing population and home construction, is flush with cash - about $2.2 million a year coming to it for being the host community of The Meadows Racetrack & Casino, which just announced it will build the township an additional fire and police substation. The board of supervisors decided to spend another $7 million to upgrade its park.

Just below that article was another about the city of Washington, which is on the brink of becoming a "financially distressed municipality" because of its ominous debt." For the complete article, please click here.
